Intro to Intelligence-Response & Recovery

 The nation's system of emergency management relies predominantly upon the efforts of unpaid volunteer first responders.  Is this type of system sustainable? Why or why not? What could be done to improve it, and at what cost? Would it be possible to ensure an effective emergency response or a rapid recovery without these people?
