In terms of a template, here is a setup for how to begin your introduction. First, define your contemporary public health issue. Second, describe the importance of your contemporary public health issue. You need to convince the reader that this issue is important enough to merit attention (and funding). In this section, you will provide more background on the current impact of the contemporary public health issue in the target population and how the organization you lead is associated with the contemporary public health issue.

Policy

In this section, you will describe the policy/activity. How are you going to implement this policy/activity? From whom do you need approval? Who will be the target population? What data will you be collecting to inform you if the policy/activity is having an impact?

Budget

In this section you will provide a budget explaining the costs along with assumptions made about those costs.

Outcome

In this section, you should describe the expected measurable outcome and how you would know if you achieve your goals.

Stakeholder Engagement

Explain who your stakeholders are and how they would be involved.
