Enemy of the State

After reading about Ibsen’s play, what does it seem some of the factors that led to the outcome of the doctor becoming an "enemy of the state"?   How did law and morality play into this?  

How does what happened in the little Norwegian town relate to political science and the potential for war among states (countries, not US states)?   Is there anything you've seen in current/recent events which relate to this?
