Human resource discussion question

think about your organizations performance management system, or an organization in which you are familiar with, and identify at least two characteristics that are not present in your organization's PM system.  What are the implications that the missing characteristics might have on the effectiveness of the system?  You do not have to disclose the organization's name.  Also, don't forget to incorporate the research from at least one peer-review journal article to support your work.
