Introduction

Digital governance is revolutionizing public service delivery (Balaji, 2025).

The Social Security Administration (SSA) continues expanding digital government services.

There are barriers to digital participation among older adults (Ciesielska et al., 2022).

Digital inclusion not only contributes to equality in access to government services, but it is also a government service (Djatmiko et al., 2025).

This study looks at the experience of SSA digital platforms with senior citizens.

Digital governance is an integral part of contemporary public management. According to Balaji (2025), e-government technologies offer public services, increase efficiency, and make public services more accessible. While the Social Security Administration (SSA) has embraced many of its services online, older adults still face challenges that limit their ability to fully participate. To achieve equitable access to digital inclusion for all citizens, it was recommended by both Ciesielska et al. (2022) and Djatmiko et al. (2025). This study examines such experiences in the SSA.

Problem Statement

SSA is steadily growing its online public services.

Equitable participation is hindered by accessibility issues (Ciesielska et al., 2022).Lack of privacy is a barrier to technology use (Bakare et al., 2024).

The problem addressed by this research is the determination of whether there are adequate technological capabilities to guarantee equal citizen engagement within unclassified, public-facing federal digital governance platforms. The specific federal program to be focused upon within this context of digital access will be the federal benefits and services provided by the U.S. Social Security Administration (SSA), which is nationwide to American senior citizens, of all ages, but benefits are typically for specific age groups depending on the program.

This qualitative phenomenological study aims to study the lived experiences of the SSA digital platform users who are senior citizens. This study aims to uncover the technology barriers, accessibility problems, digital literacy issues, and privacy concerns that affect participation. The results could help policymakers to create more inclusive digital government services for older people.

Theoretical/Conceptual Framework

Putnam's concept of social capital theory.

Social trust promotes civic engagement (Putnam, 2000).

Social capital supports digital inclusion (Egbonu, 2022).

Trust is a factor in technology adoption (Baniamin, 2021).

Participants interpret their experiences in light of the framework.

The study is based on Putnam's Social Capital Theory that highlights the role of trust, social relationships and civic engagement. For social capital, Egbonu (2022) argued that it promotes collaboration and citizen participation, and Baniamin (2021) showed a close connection between trust and good governance. These ideas offer a decent lens to examine the life of older adults with SSA digital governance projects.

Nature of the Study

Qualitative phenomenological design.

Semi-structured interviews will be carried out.

Thematic analysis will be used to seek out themes.

NVivo Software will be used for data analysis.

The qualitative phenomenological design was chosen as it enables participants to tell their story with the use of the digital services of the Social Security Administration. Semi-structured interviews offer flexibility as well as consistency (among interviewees). Interview transcripts will be coded and analyzed using thematic analysis with NVivo to look for common themes and patterns.

Q1. How do senior citizens describe their experiences using SSA digital platforms?

Q2. How do SSA officials perceive the influence of digital literacy disparities on senior citizen participation in e-governance within the SSA?

Q3. How do concerns about data security and privacy impact the willingness of senior citizens to engage with digital platforms from the Social Security Administration?

The research questions are to understand the experience of the senior citizens that are provided with digital government services by the Social Security Administration. They discuss technology barriers, digital literacy, accessibility, and privacy issues affecting participation. These questions are directly related to the purpose and the theoretical framework of the study.

LITERATURE REVIEW

The literature shows that digital governance continues to transform public administration. According to Balaji (2025) and Eom and Lee (2022), digital technologies enable governments to be more efficient, and to offer citizens more access to services. However, Djatmiko et al. (2025) highlighted the need for digital inclusion to be a challenge for the marginalized population. Further, privacy and cybersecurity issues were considered as important barriers to participation by Bakare et al. (2024) which reinforces the need for this study.

Research methodology

Qualitative phenomenological methodology.

Purposive sampling will be used.

Approximately 30–40 participants.

Louisiana senior citizens between the ages of 60 to 85.

Semi-structured interviews will collect data.

In order to ensure participants have firsthand knowledge of SSA digital services, it was decided that purposive sampling would be used. Campbell et al (2020) stated that qualitative research that required rich and meaningful information was suitable for purposive sampling. About 30 to 40 senior citizens, ages 60-85, in the State of Louisiana will engage in semi-structured interviews to discuss their experiences.

STUDY PROCEDURE AND DATA ANALYSIS

Get National University IRB approval.

Recruit eligible participants.

Obtain informed consent.

Interview and record; take interviews.

Thematic analysis: NVivo.

Protect participant confidentiality.

After receiving approval from the National University Institutional Review Board, participants will be recruited and asked to give their informed consent prior to interviews. The interviews will be professionally recorded, transcribed and analyzed using thematic analysis with a software program called NVivo. The anonymity of the participants will be preserved by using secure data storage and by removing any identifying information from all the records.

Increases research into digital governance.

Promotes equal access to SSA services.

Encourages older adults to access the digital world.

Makes suggestions for public officials.

Supports the development of future Digital Government policy.

The study helps in the ongoing research on digital governance by exploring the everyday experiences of elderly people with digital services in SSAs. The findings can inform the creation of more accessible and inclusive digital platforms by public administrators, as well as alleviate technology, digital literacy, accessibility and privacy barriers. The study aims to enhance the citizen participation in digital government in terms of equity, in the end.
