Offenders more often than not, lack education and skills that make them employable.  In 1994, offenders were able to get Pell Grants to assist them in obtaining an education.  In September of 1994, due to the Violent Crime Control and Law Enforcement Act passed by Congress, offenders were no longer able to get this assistance.  By 1997, higher education for inmates was nonexistent.
