This week during lecture we began looking at one particular public issue: Homelessness. Based on the ideas presented in the course readings and the points made during lecture, here is a questions for you to write about:

According to the authors, what structural conditions tend to cause homelessness in Orange County? And what are the social costs associated with homelessness? Finally, evaluate the proposed "Housing First" model as a possible solution to the homelessness issue. What are the key advantages or disadvantages of a "Housing First" approach?
