HIPAA   Standards and Security Laws

 In 250-300 words discuss how HIPAA standards and security laws impact the day-to-day functions of departments with health care information relative to computer systems, their networks, PHI (Patient Health Information), and the organization in general?  Include whether you believe there is or is not a lack of HIPAA enforcement.
