Discussion Prompt: Case Scenario

Read the case scenario below, then respond to both of the following prompts in your initial post.

A county health department has collected detailed survey data on community members' chronic disease risk factors, including self-reported health conditions, household income, ZIP code, age, race/ethnicity, and transportation access. The department wants to share this dataset with university researchers and community organizations to support grant applications and intervention design. The dataset has been de-identified according to HIPAA Safe Harbor guidelines (names, addresses, and dates removed), and the department believes it is ready for public release.

However, a data steward on the team raises a concern: because the county is small (population ~85,000) and the survey includes detailed demographic breakdowns and geographic identifiers (ZIP code retained), it may be possible to re-identify individuals by cross-referencing publicly available data, especially for respondents from minority communities or those reporting rare conditions. The health director argues that the public benefit of releasing the data outweighs the small risk, and that HIPAA compliance is sufficient. The steward argues that ethical responsibility extends beyond legal minimums.
