Help with discussion!

 Plato and Al-Farabi thought that a just city should be ruled by a philosopher. Do you agree with them that the virtue and abilities of a government’s leadership determines whether a government will make good decisions? Why? Be sure to thoroughly explain your reasoning/defend your view.
