Please review Chapter 14 very carefully. Then, look at the issues in one or both of the websites in the required resources folder. Come to the discussion board and set out (1) a problem statement that defines the problem addressed in what will be your ultimate analysis. You can find examples of problem statements in Chapter 14. Review the Steps in a Policy Analysis.  Then, please provide the background for this problem. The background is factual information needed to understand the problem. A detailed description of what constitutes background is found in our e-text (Chapter 14).  Please review your classmates’ submissions and provide comments, ask questions or give them additional resources for their background section that you think will be helpful. Please remember to provide citations for your post that are APA formatted as you will need that for your paper later on!
