In your paper, you will be discussing the key elements of FEMA’s whole community concept.

In this assignment,

· Summarize the elements of FEMA’s whole community concept.

· Compare and contrast the two planning cycles presented in your course textbook and the  CPG101.

· Differentiate between strategic, operational, and tactical planning.

· Explain how the mitigation and preparedness concepts work together as part of the whole community concept.

The FEMA’s Whole Community Concept paper
