This is a economics homework, here is the topic , you have  12 hours on it 

"Does having a sports team improve the economic prospects of a city?"

3-4 pages is not that much space to make a detailed argument, so make sure your question is not too vague (e.g. "The minimum wage is good" v.s. "The minimum wage is the most effective means of poverty reduction").
