A great deal has been written about Africa and its ability to attract international business. In 2000 a report was prepared by the Pan-African Productivity Association (PAPA), for the International Labour Office entitled, supply side constraints that hamper African enterprises from taking advantage of emerging export market opportunities. Obviously, the report is now outdated.
