Examine the Challenging Nature of Promoting a Quality Philosophy

You are the quality director of a governmental agency in a middle management position. Your agency director has announced that the agency intends to hire a strategic planning consultant to develop a plan for the agency. The planning session will begin in about 2 months and will involve only executive-level management and consultants.

You have several ideas to propose even though you have not been invited to the event. 

How do I develop a proposal that addresses the following?

1. Explain the approach to strategic planning as it relates to excluding particular positions within the agency. Determine how this influences the organization’s culture of quality.
2. Recommend process changes to be more inclusive and explain how this would affect the philosophy of quality within the organization.
3. Explain how you would proceed to have your ideas included and considered, as you were not invited to the planning session

Support your proposal with a minimum of three scholarly resources. In addition to these specified resources, other appropriate scholarly resources, including older articles, may be included.
