In December 2011 FEMA released it pamphlet A Whole Community Approach to Emergency Management: Principles, Themes, and Pathways for Action. The approach to address the past government-centric approach needs to be broadened to include the whole response community as players in all phases of emergency management. The development of a collaborative and cooperative approach to emergency management shows a shift from the government centric approach of the past. As emergency managers at all levels continue to work with all other levels of emergency management practitioners it will be interesting to watch the evolution of the whole community concept.

Aside from fixing things that were damaged or destroyed during a disaster there are several other potential post disaster problems ranging from legal issues to well water contamination. When exactly the recovery phase begins is the topic of much debate but for our consideration, it does not have too much influence on our discussion.
The recovery phase of emergency management looks at many aspects of the disaster. That being said, there are several things that we need to consider that may occur following a disaster. We can consider these in terms of short- and long-term recovery. Short-term recovery is the immediate activities taken toward recovery and often occurs during the formal response period. Long-term recovery can last years or even decades and are activities take outside the scope of the general response framework. For short-term recovery, we have to consider emergency protective measures, and the gathering of resources for long-term recovery—sort of pre-planning for long-term recovery. Long- term recovery considerations include housing business resumption, environmental resource protection, historic and cultural resource protection, infrastructure restoration, and social needs. Social problems are a post disaster problem that at times may be overlooked. Following many disasters there is need for mental health crisis counseling for disaster victims and response personnel.
