On the topic "Recovery Planning," describe the benefits of pre-event  disaster planning.  

What issues should it address? Considering the local  community, what environmental, historical, and cultural resources exist  and what can be done to safeguard them? Thinking about leadership,  who   in the community might you include in the recovery planning process,  what roles might they perform, and why?
