Does anyone can help me to make the paper more readable?

My friend has a paper needed to be published. But she  is not a good English speaker. So the paper was rejected by the paper committee because of the word and phrase. Does any teacher can help me to fix this? The paper might have 3000 - 4000 words, which is a big project.
