Statement 1:   “Recidivism rates are one of the primary ways that legislators, policymakers, grant funders, media outlets, and criminal justice system actors determine whether specific criminal justice interventions have succeeded or failed. 

Statement 2:    it can be difficult to gain an accurate gauge of recidivism and crime prevalence before and after programs are executed. An evaluability assessment is needed to determine if, and if so how, a program can be evaluated in a reliable manner to determine its effectiveness.
