The Colson Task Force issued a report calling for the federal Bureau of Prisons to reduce its population by 60,000 inmates and to reserve mandatory minimums for violent offenders only. It also urged Congress to create a path for prisoners who have served more than 15 years to apply for shorter sentences by asking their judges to give their cases a second look.
