RESEARCH independently the Bangladesh Flood Action Plan (research online, read books or articles), and

- WRITE a (roughly) one page essay on the plan that:

--a. explains briefly the benefit of the plan

--b. explains briefly at least TWO problems raised by the plan, and

--c. gives one or two reasons for thinking either that the Plan should be changed or followed.
