DB3: Emergency Communication Micro-Simulation
For this discussion, you will create a two-tier emergency communication package for a developing public safety incident. This assignment asks you to practice writing messages that are clear, accurate, timely, calm, and useful to the public during an emergency.

Scenario
At 3:00 p.m. on a weekday, police receive reports of an armed suspect fleeing on foot into a residential neighborhood after a reported shooting near a small shopping center. The suspect has not been located. Witnesses describe the suspect as a male wearing a dark hoodie and jeans. Police are searching the area with assistance from neighboring agencies. Several schools, apartment complexes, and businesses are nearby. Information is still developing, and officials have not confirmed whether anyone has been injured.
Initial Post
Your initial post must include all four parts:
1. Press Release Write a short press release for the police department or city website. It should explain what is known, what the public should do, what the public should avoid doing, and where updates will be posted. Do not include unconfirmed information or speculation.
Suggested length: Approximately 200 words
2. Social Media Alert Write a brief social media alert for the same incident. It should be clear, direct, and action-oriented.
Suggested length: 50–100 words
3. Justification Memo Explain why you structured your messages the way you did. Discuss how you balanced speed, accuracy, uncertainty, public safety, ethics, and trust. You must refer to at least two Module 3 resources.
Suggested length: At least 200 words
4. Information Handoff Flowchart Create a simple flowchart showing how information moves from the first report to the public message. A typed text flowchart is fine.

Transitions between ideas in the justification memo should be logical, and the flowchart should present a straightforward, easy-to-follow progression of information.

Evaluate whether the submission fully and accurately addresses all required components of the assignment. The press release should state confirmed facts only, clearly describe what is known and unknown, and provide specific guidance on what the public should do and avoid doing, as well as where updates will appear. The social media alert should succinctly convey the core situation and key safety actions. The information handoff flowchart should trace the path from initial report to public messaging in a realistic, logically ordered way. Check that information is consistent across all parts and avoids speculation or unverified details.
· Mechanics, Formatting, and Compliance with Instructions
Evaluate the overall quality of writing and adherence to academic and professional standards. Focus on grammar, spelling, punctuation, sentence structure, and formatting. Check that required headings are used (Press Release, Social Media Alert, Justification Memo, Information Handoff Flowchart, Resources Used), that word-count guidelines are reasonably followed for each section, and that the flowchart is clearly and logically formatted as text. Writing should be coherent, professional in tone, and free of distracting errors that impede understanding.
· Reasoning, Justification, and Use of Module Resources
Assess the strength of the student’s explanation for how they structured their messages. The justification memo should clearly connect message choices to goals such as public safety, trust, ethics, speed, and accuracy in conditions of uncertainty. It should explicitly reference and accurately apply ideas from at least two Module 3 resources, integrating these concepts rather than merely naming them. Evaluate the depth of reflection on tradeoffs (e.g., avoiding speculation vs. timely updates, calm tone vs. urgency) and the logic of how information is prioritized and sequenced, including how the flowchart supports this reasoning.
