How is "public" administration distinct from "civil" administration?

2) What is the relationship between "public administration" as a professional practice and Public Administration" as field of scholarly study?

3) In your opinion should MPA degree programs emphasize "theory" or "applied practice"? Why?

4) Historically speaking, why do you think public administration is so heavily embedded in both the study of political science and business administration?

 Why do you think some public administration programs are in the political science department in places like SUU and The University of Utah and why other public administration programs are in the department of management (school of business)?
