The problem at hand is that several large shelters have lost their funding resulting in the homeless fending for themselves on the streets while causing a disturbance in the public area. As a police manager, by addressing the problem using COP, the community partnerships I would try to get with would be churches, large facilities not being used, and possible food pantries that might have some extra spaces.
As far as organizational transformation, I would try and foster public awareness of homelessness, informing people the causes of people being in these situations and possibly raising money for help. creating supportive services for the homeless like mental health support, job training, and medical for some.
Lastly, problem solving how I can reduce or at least make an impact on how to improve societal frustrations and improving homeless as a whole. Promoting donations, while trying to convince the public that we need there help in this current situations

· What is the problem in this situation?
The problem in this situation is the increase in the transient and homeless population due to shelters being closed down. This has led to several safety and health issues, such as disorderly conduct, unsanitary conditions, criminal behavior, and a decline in the quality of life for residents.
· As a police manager, how would you address the problem using COP:
· Core Component 1: Community Partnerships
· As a police manager, to address this issue, I would work with local shelters, mental health services, churches, and health departments. Together, we could help the homeless find shelter, medical care, and other support.
· Core Component 2: Organizational Transformation
· Next, I would train officers to understand better and handle the homeless and mental health issues. A team of officers could work with outreach workers to focus on helping, not just removing, the homeless.
· Core Component 3: Problem Solving
· Lastly, I would use the SARA model to understand the problem and find solutions. This would include more patrols in the park, better lighting, and controlling access to restrooms. In the long term, I'd work with the city and nearby communities to increase shelter space and help prevent homelessness.
