Culturally competent

Is it important for leaders to provide a culturally competent organization? Why would a leader provide a culturally competent organization? Why not?  How would you as a leader provide a culturally competent organization that builds the capacity for learning and social equity? OR How would you as a leader provide for building the capacity for learning and social equity?
