The text speaks of the dark figure of crime and the amount of reported crime extensively in Chapter 2. The two major crime reporting agencies count crime very differently which produce different sets of the crime picture.  We have a good idea of the amount of crime but not an accurate count.

What is the dark figure of crime and how does it effect the perception of crime in America? Please identify your top  reasons 5 reasons why people do not report crime.   Please provide a brief explanation of your reasons for each ranking. Then address how the system could improve the likelihood of people reporting crime however; would it really affect crime rates?
