When confronted by unethical behavior by a colleague, how can you use your critical-and creative- thinking skills to address the issue?  If you are in a management position, how would your thinking change?  How can this problem be addressed by your agency in a proactive way?  Please discuss the types of critical and creative thinking you might use.
