   Explain how the following issues impact the way courts complete their function:
   
   • The implementation of specialized or alternative courts
   • The impact of court consolidation and restructuring of victim rights laws
   • The changes the court agencies have made (at the local, state, and federal level) in response to the issues above and an analysis of the effectiveness of these changes
   • Format your paper consistent with American Psychological Association (APA) guidelines, see linked Resources section below.
