1. What plan would you proffer to the delegates as an addendum to the treaty---a revised protocol---to detect clandestine bioweapon laboratories no matter if it was state-sponsored, from rouge states or terrorists?
2. What plan would you proffer to limit access to pathogens, biological equipment and laboratories in civil society and in the scientific community?  Remember our DIY conferences in BSBD 642?
3. What plan would you proffer to strengthen oversight capabilities---policing if you will---for interdiction of covert bioweapons preparations?
4. What rules would you vote for that would keenly discriminate bio-offense from biodefense to ensure deterrence? 
5. Finally, more than four decades ago President Nixon called the BWC a “jackass treaty.”  Was Nixon right then and is he still correct?  What say you?
