Comparison between starting a business in Qatar and Dubai

 I  have to compare the laws and regulations of starting an insurance  company here in Qatar and starting an insurance company in Dubai or you  could compare the credit Bureau of two different countries like Qatar  and Bahrain or talk about the legal aspects of establishing a foreign  company in Qatar and in Dubai. So it's basically comparing. I don't have  to do them all, just do one of them.
