"Compliance and Ethics"  Please respond to the following:

• Riding a bike can be risky business particularly if you're using a phone while doing so. Read the article on the Netherland's legistative proposal to ban the use of phones on bicycles - Netherland_phone_bike_ban.
• First, give your perspective on whether you think this is a needed and good proposal or not, and add why. Second, comment on the ethical implications of harming someone else with careless behavior. Third, add in how would you enforce compliance for this type of proposal. And finally address whether you think this type of proposal should be put into place in any US cities, and if so, where and why, and if not, why not
