look at the "calls to action" in figure 8.1 of the OECD reading, then answer the following questions regarding your course-long example:

· Which call(s) for action is being answered within your example? (These calls are about making governments more innovative, if you're looking at something that doesn't quite fit that framing then you could discuss it as "what calls to action would improve the effort in your example")

· Do you see any of the targeted barriers listed on the chart as present in your example?
