Provide a political analysis of the conflicts that gave rise to the proposition, the stakeholders behind it, and the likely effects of its passage (whether or not it was passed). 

Look for data on who funded the proposition and their interest in doing so, as well as other organizations who backed the proposition. Examine who opposed the proposition and their interest in doing so.
