This assignment should discuss the following: How communications, the National Incident Management System (NIMS) and planning are utilized to properly conduct crisis management operations. Include examples of incidents from the case studies in the Howitt and Leonard Managing Crises text and other sources that illustrate your paper's position. Your writing should identify both the "do's" and "don'ts" associated with these concepts. Your paper should draw conclusions and make recommendations concerning lessons to be learned in developing an Emergency Operations Plan and implementing the Incident Command System (ICS). You must support your report and recommendations by using both the course textbook (Howitt and Leonard, Managing Crises) cases and external research. Your external research must be credible and come from authoritative sources, preferably from peer-reviewed (refereed) publications. You must include a minimum of four (4) course-external references. (Note: If you are unfamiliar with 'peer-reviewed' publications, see the module provided in the Course Resources). All submissions must include the following technical components: A cover or title page. Length: A body of text, between 1,500 and 2,000 words (about 6-8 pages double-spaced, 12-point font). A reference page containing all resources used in your paper. References cited at the end of the report must be cited in text to illustrate how they were used. Written in APA Style. |

You must complete a short assignment which describes, assesses and critiques a government response to a crisis incident and provides an outline of recommended improvements to an emergency operations plan for a similar future incident. For this assignment, do not use any of the crisis incidents read about in the Howitt and Leonard casebook. The incident you report on should be a current or historical event (no more than 5 years old) at the local or state level (no higher than the state level). You should use the course materials and external research to help inform your assessment, critique, and recommendations. Your report should be produced as a 6-8 slide (e.g., PowerPoint) presentation. Your report should: Provide a synopsis of the incident. What occurred? When? Who was involved? Wat parties or agencies? What was the impact of the event? Who was affected and how was the incident managed? Describe if/how the event was handled in terms of Crisis vs. Consequence management. Was the 'Incident Command System' used? Was it effective? If not, why do you think it was not? Was there a local or state response plan? If yes, was it followed? Effectiveness? If no plan, what are your recommendations for plan development? Conclude with a critical review of the lessons learned and the actions taken at the government level to respond to and recover from the incident. Be sure to include a slide with references used and how they were used. |
