The full memo should:
-Be addressed to a specific person who can resolve your ethical issue. This is not me. It is whomever has the power to achieve your solution. So your solution determines your audience.
-First paragraph should give the addressee a reason to listen to you. Maybe something positive about the company which is not being threatened by the ethical issue.
-Second Paragraph should detail the ethical failure. Much detail is needed here because you have to really show the ethical failure.
-Third paragraph is your solution, which must be practical and something that the intended audience can achieve.
