Imagine being arrested for a serious offense and having to do 10 years in prison. 

Now imagine being around people who are murderers and rapist and have nothing to lose and you have no one to protect you.

Imagine that the guards turn a blind eye to you being bullied and tormented.

This is the beginning of your subculture being established.
