Using the text and the internet, citing your work, with 300 words, craft an original response to this question:

At the end of the Civil War, there are 4 million freed slaves-with no history of legal education, rights or property. If you were the President, how would you craft Reconstruction to address the needs of these new citizens. Keep in mind you have to work with a bitter and resistent South and divided Congress who will oppose and want to put its own policies in place.
