How do we define "accountability?" What "policies" would you reference in your final analysis? These refinements will help to ensure that you critically engage with the literature instead of merely describing what existing studies tell us about a broad topic.
From a substantive perspective, you will either need to find an alternate anchor source, or you will need to adjust your proposed research question. The anchor source must serve as a foundation for your analysis, and you acknowledge that the selected source is unrelated to the use of BWC. This means that the analysis, as provided, is unsupported. There is a substantial body of literature on this topic, and I am sure that you will find a large number of sources. Once you locate the sources, make sure that you read them with a critical lens - what are the limitations?
