Prepare an Annotated Bibliography dealing with one of the issues in the video:

- Aging infrastructure in the local government

Use a minimum of the 1o of the 11 references including the abstract that is provided in the attachment to  complete the annotated bibliography. The paper must include a background and conclusion. No plagiarism. Do not use Turnitin, this will be used for the final document.
