The Tariff of 1816 is seen by many as marking a turning point in Federal legislation because of the intentions behind the tariffs passed by Congress.  First, what were those intentions, and why were they seen as unique departures from previous tariff policies?  Second, how did the various political figures, power brokers, opinion makers, and the general public feel about these tariffs and the intentions behind them?
