Discussion Question: The approval rating for Congress has hit historic lows over the past 15 years. During this period different parties have been in control at one time or another. At the same time, individual members of Congress enjoy much higher approval ratings than Congress as a whole. In your opinion, why is Congress so unpopular? What solutions can you offer that would improve the way Americans feel about Congress?
