Though the terms civil-rights and civil-liberties have often become synonymous and interchangable at times, there is a distinction.  The most simplistic way to view the differences would be to look at civil liberties as those rights that are afforded to all and protected by the government, where civil rights has become more of ensuring that those rights are equal protected and enforced to everyone regardless of race, sex, religion, etc.
