Frank is studying the relationship between juvenile crime rates and collective efficacy. He thinks that areas with greater levels of collective efficacy will have significantly different mean juvenile crime rates. He divides his research areas into high collective efficacy (HCE) neighborhoods and low collective efficacy (LCE) neighborhoods. He finds an average juvenile crime rate for the HCE of 37.52 and standard deviation of 8.20 based on the 100 neighborhoods. For LCE neighborhoods he finds an average juvenile crime rate of 52.44, and a standard deviation of 14.25 based on 100 neighborhoods. Is his hypothesis correct? Assess using the 6- steps of hypothesis testing and specify each step.
