1. Why is it so difficult to determine where terrorists will strike next? How is the analysis of terrorist risk different than that of natural hazard risk? What can the average citizen do to help predict or stop terror attacks?

2.  Conventional explosives can be manufactured using ingredients commonly found in hardware stores, pharmacies and other sources available to the general public. How can planners prevent terrorists from using these common items for sinister purposes, other than banning them entirely? What responsibilities does the private sector (companies who sell these items) have to do the same?
