 When seeking employees any and all tools should be considered because sometimes using nontraditional methods can provide the best results. However, job fairs are best I think for people unemployed and in need immediately of work because they are more agreeable to doing any work just as a volunteer is looking to service a community and give back. A job fair would be a great starting point because it groups a variety of organizations in one place at one time and allows for lots of networking and increases the odds of getting selected for a job. So if looking for volunteer work or unemployed and in need of a job quickly that isn't so scrutinizing a job fair is very useful. If paid employee seeking a job then more than likely you need more income so a job fair is not best avenue for that.  Job fairs are for anyone in the community to seek employment and are very general in nature and therefore not likely to offer best opportunities, etc.
