In order to boot windows in safe mode you will need to enter windows recovery mode here
is the step by step process to enter windows recovery mode as provided by Microsoft.com
1. Hold down the power button for 10 seconds to turn off your device.
2. Press the power button again to turn on your device.
3. On the first sign that Windows has started (for example, some devices show the
manufacturer’s logo when restarting) hold down the power button for 10 seconds to
turn off your device.
4. Press the power button again to turn on your device.
5. When Windows restarts, hold down the power button for 10 seconds to turn off your
device.
6. Press the power button again to turn on your device.
7. Allow your device to fully restart. You will enter winRE.
From here you will select Troubleshoot > Advanced options > Startup Settings > Restart.
After rebooting, safe mode will be enabled by pressing F5
In theory safe mode should restore the default display settings and the user would be able
to reboot normally, and the issue would be resolved. Alternatively the user can access the
display settings on windows through Control panel > Appearance and Personalization > Ease
of access center.
There several ways to boot in Windows 10 in “safe mode”; to help with diagnosing your
systems; such as a VGA issue.

To correct a screen display setting I would try it in Setting, Display and starting playing
around with the resolutions; which I have done in the past; this process can be very
frustrating. Save yourself some time and research the best VGA (Video Graphics Array) for
what your looking at for example: Gaming recommend 1080p; for dual monitors Laptop to
additional Monitor recommends 1366x768; my systems actually recommended the display
for me which is great because it remove guessing work.
To begin booting Windows 10 in Safe Mode I would suggest pressing the restart button on
your computer, or if it does not have one, the power button twice. Because you cannot read
the screen, you should hold down the Windows logo button, ctrl, shift + b, all at the same
time to start Windows 10 Safe Mode. If you are working on a Windows 10 tablet try
increasing and decreasing the volume at the same time, 3 times, and it should do the same
thing. Then the screen will dim, or flutter, or beep, meaning that Windows OS is trying to
refresh. When windows is done refreshing, Safe Mode should appear on the screen with
default display settings and you should be able to change the display setting back to default.
Now would be a good time to press Start and go to Control Panel. From there, I would click
on Choose High Contrast Theme and check to see if one of these themes has been selected.
If one of these themes had been selected then I would go to Windows Default Themes and
choose one of the options it provides to revert to default settings.
There are two ways to shut down the machine without holding the power button safely—the
first way to use the Control+Alt+Delete key combo to bring up the options menu. The
options menu should use windows default color options bypassing any custom changes.
From there, you can select shutdown. Once the system has powered, do you can press the
power button like normal and tape the F8 key on the keyboard to select the Safe Mode
option that is desired.
Alternately you can type in the blind and use command prompts to reboot into safe mode.
To launch the command console, press the Windows key + R on the keyboard. Wait two
seconds and type ”cmd” this will launch the command prompt. In the command prompt that
you can not see type in ” bcdedit /set {current} safeboot network” press the enter key now
type in “shutdown /r” if everything worked, the computer would reboot into safe mode after
one minute. Once you make the changes to the graphics settings and then open the
command prompt again by using the Windows+ R and typing “cmd” again, then enter
“bcdedit /deletevalue {current} safeboot” to allow the system to reboot into normal mode on
the next restart. Then in the command prompt type in shutdown /r to reboot back into
normal mode.

Since this customer changed the display settings and is unable to read the screen then
booting Windows into safe mode via a black or black screen will be the best option here. To
perform this action we will have to:

Once we have entered winRE (Windows Recovery Environment) we need to choose options
to Troubleshoot > Advanced options > Startup Settings > Restart. After device restarts
there will be a list of options and we can select option 5 or press F5 for safe mode with
networking.
Now this seems to be the only way to boot when windows is unable to be seen in a situation
like this. But when we may be experiencing issues with a PC we can boot in safe mode from
the settings or the sign on screen to help us diagnose if problems are from a corrupted OS
file. Example: computer is booting slow and we decide to boot in safe mode to see if
