Community Policing: Principles
Community Policing thrives on 3 main principles which are community partnerships,
organizational transformation and problem solving. Community partnerships is the focus on
collaborative relationships between other law enforcement agencies, community groups and
the media, just to name a few. The purpose of this principle is to work together with law
enforcement and the public on certain issues to come to a resolution, as well as to increase the
trust between the public and law enforcement. The organizational transformation principle is a
collaborative effort of personnel, technology, and management. The purpose of this is to
increase efficiency and proactive problem solving between law enforcement and the
community. The problem-solving principle engages both all principles to evaluate efficacy
and develop solutions to any pressing issues.
Community Policing: Valuable Approach
Community policing is absolutely a valuable approach to the problems in today’s world
because it encourages the community and law enforcement to work together in harmony to
solve pressing issues within communities. This is important especially today as it seems the
trust between law enforcement and community, specifically African American communities,
has been broken. When citizens in the community work hand in hand with law enforcement it
can contribute to crime prevention as many citizens want to see a reduction in crime
throughout their communities. This is also an effective way to make the citizens feel involved
within their communities when it comes to maintaining their safety and the safety of others.

Successful community policing today contributes to their problem-solving skills by finding
what works and what is not effective throughout their communities.
Community Policing: Homelessness in LA
By involving the public in the crisis that is homelessness in LA, there could be so many
benefits. If law enforcement were more open to the public about the homelessness crisis,
many community members would more than likely come forward as volunteers to help this
problem. Many community resources would need to be employed such as counseling and
maybe even fundraising. When the public is more informed and involved so many great things
could happen. Businesses could meet with homeless individuals to provide them with jobs or
resources to get them out of the streets. Homelessness in LA is a great place to start with the
community policing because it’s a great way to empower the community to jump in and help
others in need.
Professional Practice of Policing: Tactics
In the past the LAPD focused on homelessness on Skid Row. The LAPD used what was
known as the ‘Safer Cities’ initiative which would use more aggressive and excessive police
force in this area. The individuals living on Skid Row were the most vulnerable population in
LA and they were living in complete and total poverty. By using more aggressive police force,
more citations and arrests were made. Because of this in such a poor community, individuals
were unable to pay citations and arrest warrants were issues. Because of this, individuals were
put deeper in a hole and ultimately were unable to escape poverty and homelessness all while

police trust with the homeless community was broken. This did not solve the homelessness
problem if anything it may have made it worse.
Professional Practice of Policing: Strategy
The strategy taken by the LAPD to tackle homelessness on Skid Row most aligns with
problem solving, however their strategy was unsuccessful. The problem-solving strategy did
not work because there was a lack of communications between the police and the community
as well as a lack of resources to assist individuals in getting out of the homelessness trap.
Because of the large amount of arrests the police had been making, many of the homeless
people ended up with a criminal record. Because of this they did not have access to
community resources such as public assistance leaving them even further in poverty. The
situation would have been greatly improved had the LAPD worked closely with community
resources rather than making arrests and issuing citations.
