Abstract
Generally, the needs of a system derives from statutory codes of law, regulation and
administrative provisions are required to be constitutionally supported. The ideology of
administrative law is provided by the executive administration; however congress has the power
to created regulation that any and all branches of the executive office must follow. This course of
action is known and has been defined as public policy. Public policies measure the course of
actions, and the regulatory powers as the system of laws that assist governmental entities and its
3 tiers representors. The enactment of laws, in society are governmental issues made by entities,
through various division of federalism. This is true at all levels. It is very common for groups
and/or individuals to form public policy through advocacy, education, and precedents of issues
that are codified under the constitution of the United States of America.
• Human Trafficking is a specific piece of legislation currently pending
before either a state or federal legislature.

According to Ayanna Pressley (D-MA)/Judiciary on (01/03/2025) of the H.R. 40–Rep,
review on the human trafficking bill wherein the house addressed the brutality, cruelty, abusive
exercise which denies fundamental injustice, causing inhumanity treatment and involuntary

servitude in the United States in light of the 13 American colonies established between 1619 and
1865.
“A commission to study and consider a national apology and proposal for reparations for
the institution of slavery, its subsequent de jure and de facto racial and economic
discrimination against African Americans, and the impact of these forces on living
African Americans, to make recommendations to the Congress on appropriate remedies,
and for other purposes” (Pressley 2025 p1).
The issue of reparation for slaves has been an ongoing discussion since General Sherman,
on Jan. 16, 1865 whom stated, and issued Specific Field Order No. 15 to encourage engagement
during the Civil war promising freed slaves 40 acres of land to each of them for the purpose of
establishing an independent economic vision and a mule the was represented in terms of
providing agricultural means. Some would say this promise is attainable.
Education.
“The framers of the U.S. Constitution were not interested in civil
rights, that is, rights granted by government. They were interested in civil
liberties, what the government could not do” (Martin, 2006 p 2). Martin
further explains for many of the U.S. human rights advocates claim that the
United States is one of the richest country in the world. Our Constitution
has been the supreme goal of many nations who struggle for democracy
while some fine our government undermine the very core of human rights
on both international and national levels by failure to live up to promises,
laws and constitutional provisions. It’s a well-known quote of John Adams,
"a government of laws, not men, then our government should be acting in

conformity with its human rights legal obligations both national and
international” (Cotton, 2022 p 8).
Family
“The 13th Amendment was passed at the end of the Civil War before
the Southern states had been restored to the Union, and should have
easily passed in Congress. However, though the Senate passed it in
April 1864, the House initially did not. At that point, Lincoln took an
active role to ensure passage through Congress. He insisted that
passage of the 13th Amendment be added to the Republican Party
platform for the upcoming 1864 Presidential election. His efforts met
with success when the House passed the bill in January 1865 with a
vote of 119–56” (HR, 1865).
It appears these grievances will not go away as the country gets richer.
• Voting.
The most adequate a civil necessity for “African Americans, and the impact of these
urges on living in America as an African Americans, must be political express and presented to
Congress. Wherefore Congress who have members of the ethic group will seek appropriate
remedies, themselves and for other purposes” (Pressley 2025).
These rights are civil in nature and includes developing rights for
equal protections, opportunities, voting rights for all, regardless of race,
religion, etc. under law. Our nation has shifted many times throughout the
centuries, specifically the shift to the process philosophy way of thinking by
gaining “dominance only in the areas of education, religion, and the arts.
They did not yet dominate the civil-social, economic, legal, and international

(Martin, 2006). A striving society must look through the merits of
developments, relativism, cultures presuppositions, environment, and
progressivism as a nation and be mindful, God has absolute power over all
things including the treatment of animals of whom he made an everlasting
covenant in Genesis 9:1-17. As children of the divine creator it we are by
human nature curious of everything that includes things we can’t see, feel
or touch. We as Christians must integrate the phenomenon we’ve
experience and make the world a better place and help shift thinking as a
human is the final say so, God stated “For the invisible things of him from
the creation of the world are clearly seen, being understood by the things
that are made, even his eternal power and Godhead; so that they are
without excuse:” (King James Bible, 2008, Romans 1:20)

Conclusion
The law make public policy even as bills are drawn up to be voted on. Constitutional or
international law(s) are generally a sense, of civil obedience wherein the legislation is broadly
defined by the provisions and necessity a specific law. It can influence how the future of issues

affects the people it represents for generation. For example from the survivors of traffickers,
violence against women, women rights to vote, and the types of services they receive.
