The Essential Public Health Services (EPHS) framework were created in an effort to
describe the mission of public health organizations within the communities they serve. The
framework was originally released in 1994 and later revised in 2020, in an effort to bring the
framework more in line with both current and future changes within the public health arena of
responsibilities. (CDC, 2023). Within the ten EPHS, there are four services which focuses on
both medication and Biostatistics within the communities they serve. They include Informing,
Educating and Empowerment; Development of Policies and Plans; Linking People to the Right
Services; and Evaluating Services. (CDC, 2023).
Public Health Agencies has a responsibility to inform the community with accurate and
unbiased information about medications available to the community. This is a critical role to
ensure the public receives and understands what they treatment options are. It allows them the
ability to educate the public about the potential risks and benefits of various drugs and to
promote responsible advertising practices. Biostatistics is essential in analyzing and interpreting
the data related to medication safety and efficacy. Biostatisticians assess the results of clinical
trials and epidemiological studies to provide reliable information that informs drug labeling,
efficacy claims, and safety warnings. The actions of the Biostatisticians ensures the information
is being delivered to the community in a manner that coincides with the agency’s services of
providing the services in an unbiased manner.
The development of policies and plans is important to the public health agency
establishing policies and regulations governing of medication advertising, ensuring that it is
truthful, not misleading, and beneficial to the public they serve. They can also set guidelines for

fair and balanced presentation of drug information. Biostatistics plays a crucial role in shaping
policies related to drug safety and efficacy. It informs the decision-making process, including
regulatory approval of medications and the development of post-market surveillance plans.
Linking patient to the necessary services is a significant part of the public health agency,
which can facilitate access to medication-related services and information. By doing so it
ensures individuals have access to resources to help them make informed decisions about their
healthcare and medications. Biostatisticians are integral to the process of linking people to
services by conducting rigorous research and analysis. Once again, their evaluation of the
medication effectiveness and treatment options allows for informed clinical decision-making and
the proper and effective delivery of healthcare services.
Evaluation of programs by the public health agencies can evaluate the impact of
medication advertising campaigns on public knowledge, attitudes, and behaviors related to
medication use. This evaluation can dictate the direction of future campaigns and regulatory
decisions. Biostatisticians are responsible for assessing the outcomes and effects of medications
through post-market surveillance and long-term studies. They play a crucial role in evaluating
the real-world safety and efficacy of drugs, which can lead to changes in medication guidelines
and policies.
In summary, the Essential Services of Public Health are highly relevant to addressing
