the planning process. Discuss the types of planning. What are the best
practices found in and for the planning process?
The process of planning for the emergency manager may seem overwhelming, and this in
part is true. Planning is a never-ending process that continues even after the events of a disaster
unfold and continues throughout every step in the disaster life cycle (Phillips et al., 2017). Day to
day activities and emergencies that occur in an emergency manager’s jurisdiction differ
immensely from a disaster because the impact of a disaster and its scope of resources required to
mitigate it involve mutual aid agreements with other responding agencies. As an example, the
fire chief of a fire department may have predesignated response plans for certain incidents such
as accidents and structure fires; these responses require much fewer resources than disaster
response. The fire chief’s disaster response plan may include outside agencies to contact, but
these agencies’ specific responses cannot be dictated by the fire chief and therefore cannot be
predetermined. This way of thinking is important because creating a disaster response plan
should be a generic approach to disasters, not specific for every individual hazard. Because
disasters and emergency incidents are always evolving, it is almost impossible to have a set plan
